The Local Enhanced Service Specifications to support service delivery remain largely unchanged for 2019-20.  The Service Level Agreements for each service can be downloaded by clicking on drop down list under 'Downloads' on the right hand side of the page. 

The introduction of the new GMS contract changes and the Primary Care Networks (PCNs) Directed Enhanced Service (DES) from 1st July 2019 will provide the lever for change and will provide a contractual enabler to commissioning at scale.

Therefore, the CAPCCG local commissioning intentions will also need to evolve to reflect the future role of networks allowing for changes to be phased in within a realistic timeframe, to allow for these networks to mature. From October 2019, a new commissioning framework will be introduced that aligns with this future direction of travel.

Local Enhanced Services (LES) 

Taking the above into account, the Primary Care Commissioning Committee (PCCC) agreed a proposal to roll forward the existing suite of 2018/19 Local Enhanced Services for a period of 6 months (1st April 2019 – 30th September 2019), with the intention to decommission the current Sleep Studies LES commissioned from Primary Care from October 2019 (6 months’ notice period from 1st April 2019). The CCG recognises and appreciates the contribution to the current pathway that Primary Care has made over recent years. The CCG will continue to work with Papworth Hospital in redesigning the alternative pathway over the coming months. 

Quality and Engagement Framework (QEF)

The PCCC have agreed to roll forward the existing 2018/19 QEF agreement for a period of 3 months (1st April 2019 – 30th June 2019). The intention is to introduce an alternative scheme from 1st July 2019 to allow for a greater focus on demand management.

Practices wishing to sign up to the Local Enhanced Services are required to undertake the following:

  • Review the Service Level Agreements to cover the period 1st April 2019 – 30th September 2019 accessible via the CCG website – please click the link provided.
  • Complete the relevant sections on the attached application form (Appendix C) and submit to capccg.enhancedservices@nhs.net by no later than Friday 3rd May 2019.

Practices who are opting to continue to deliver the 2018/19 QEF from 1st April 2019 are required to confirm this by completing the relevant section of the LES Application Form attached.
